About Owner’s Build PM

Owner’s Build PM (OBPM) was founded by Jeremy Hulsey to bring senior-level, technically competent, independent Owner’s Representative services — backed by decades of experience — to organizations managing complex capital projects. Based in Middleton, WI, OBPM serves clients throughout Madison, Verona, and the greater Wisconsin life sciences and manufacturing corridor, as well as select projects nationwide.

Our Founder

Jeremy Hulsey, PMP, CHFM, brings decades of experience in design and construction, having worked on all sides of the table in highly technical, regulated sectors. He has served on the owner’s side, leading building projects he remained responsible for maintaining after completion — not walking away once construction ended. On the design side, he learned firsthand the value of a thorough requirements-gathering and alignment process. On the construction side, he’s delivered results on compressed schedules.

Jeremy has delivered over $1 billion in capital projects, with deep expertise spanning the life sciences sector — including tight environmental condition controls and regulatory requirements — the energy sector’s formal Stage-Gate governance systems, and cGMP manufacturing facilities for medical device and diagnostic testing. His background includes senior program and project management roles with organizations such as Exact Sciences, where he led complex facility expansion and laboratory infrastructure projects.
